Welcome to the Rockford Public Schools Early Childhood Program, proudly serving children and families prenatally through five years.

The mission of the Rockford Public Schools Early Childhood Program is to empower all young children to become effective, enthusiastic, and socially competent learners by creating a bond among children, their families, the school, and the community.



The Early Childhood Screening and Placement Office is now OPEN. A limited number of guests will be served in the building at one time in response to Gov. J.B. Pritzker's executive order to help slow the spread of COVID-19. To receive an enrollment packet via US Mail, please call 815-229-2103.

Birth to Three Home Visiting

Who is eligible?

  • Prenatal mothers
  • Children ages birth to three*
  • At-risk families that reside within Rockford Public Schools boundaries

  • Parenting information and encouragement

Preschool Programming (3 – 5 years)

Who is eligible?

  • Children ages three to five*
  • Families that reside within Rockford Public Schools ​boundaries

Services offered

  • Developmental, hearing, and vision screenings
  • Preschool Classes (Full-Day and Half-Day)
  • Special Education Preschool Classes
  • Bilingual Preschool Programming

Half-Day Early Childhood

Preschool classes are held at a variety of convenient locations throughout the city of Rockford. Classes run Monday through Friday for 2 hours 45 minutes.  All students are provided with a free development screening prior to placement.

* Children who are 3 or 4 years old by September 1 are eligible for preschool. Children who are 5 years old before September 1 qualify for kindergarten.

Full-Day Early Childhood
To be eligible, a child must be 4 years old on or before Sept. 1, and family/household is at or below 200% of the Federal Poverty Level. Families will complete an interview to identify their qualification for the program. To apply, visit the Early Childhood Screening and Placement Office, 501 7th St., second floor. Please bring: two most recent consecutive pay stubs; proof of WIC, SNAP, TANF, SSI, or CCAP enrollment; most recent tax return and W-2(s);  verification/letter from employer and the child's certified birth certificate.

The Early Childhood Curriculum

The RPS 205 Early Childhood Program implements the HighScope Preschool Curriculum, which is aligned to the Illinois Early Learning and Development Standards. The HighScope Preschool Curriculum is based on the principles of active learning and support of a child's positive interactions with adults and peers. ​It is a comprehensive model that addresses all areas of development through eight content areas: Approaches to Learning; Social and Emotional Development; Physical Development and Health; Language, Literacy and Communication; Mathematics; Creative Arts; Science and Technology; and Social Studies.

Documentation Needed to Enroll:

  • Certified Birth Certificate (Original – Not Photocopy)
  • 2 Proofs of Address
    • Current DHS Medical Card (issued in last 30 days)
    • Signed and dated lease with rent or deposit receipt (within the last 30 days)
    • Current Utility Bill (gas, electric, water or other public service bill – within the last 30 days)
    • Mail received at the current address (only one piece of mail will be accepted – within the last 30 days)
  • ​Photo ID
  • Proof of Household Income (may include any of the following)
    • W2 or Tax return documents
    • 2 most recent and consecutive pay stubs​​
    • Proof of public benefits:  SNAP, WIC, TANF, SSI, CCAP, or Medicaid (must be in parent's name)
  • Developmental Screening is Required
